Body

I was honored to take the oath of office to serve as State Representative for House District 4 for a second term. It is imperative that this session be focused on supporting free and fair elections, increasing broadband access, backing law enforcement officers, defending the second amendment, and protecting our constitutional freedoms!

Capitol Office

Come by the Capitol Office at E2.414, no appointment necessary! I’m excited to get to work for the people of our district and Texans across our state. Watch previous and future house proceedings here: https://house.texas.gov/video-audio/

This is your office that you have entrusted me to represent, and I hope to see you here soon! It’s an honor and a privilege to serve House District 4.

Kaufman County Vaccine Hub

With the continued disproportionate availability of the COVID-19 vaccine in rural areas, I’m proud to announce that I have successfully helped secure Kaufman County’s remaining Cares Act allocation of $1.2 million towards establishing a vaccine distribution hub.

Rep. Bell’s Bills Filed for the 87th Session

House Bill 434: Helps students in Career and Technology Education programs focus their time on career development by giving them the option to choose a CTE elective over a fine arts credit.

House Bill 1264: After the tumultuous 2020 election season, it is more important than ever that we protect the integrity of our democracy. HB 1264 ensures the integrity of our elections is maintained by removing those who have passed away from voter rosters immediately. Currently, there is a gap in time before these deceased individuals are removed that allows for their identities to be used for fraudulent voting.

House Bill 1291: Protects medical students and personnel who do not wish to learn to perform abortions from discrimination. These individuals would be given notice of their rights to refuse to learn about or perform abortion procedures and what to do if they are being discriminated against because of their beliefs in the rights of unborn children.

House Bill 1321: Designates a portion of Highway 198 to our local heroes, Deputy Sheriffs Tony Ogburn and Paul Habelt who were killed on duty while responding to a domestic abuse call. It is imperative that we always support and honor our law enforcement and first responders who risk their lives for us every day.

From the House Floor

The House debated the procedural rules that will govern the 87th Session. I supported amendments that would prioritize the abolition of abortion, provide you with more access to your House, and voted against increasing members’ budgets.

The House will reconvene next week and may begin discussing the governor’s emergency orders which are likely to take priority in the first 60 days of session. Members of the House are also waiting for committee assignments from newly appointed Speaker Dade Phelan. We are set to continue our work on behalf of Texas.

Kaufman County Republican Party Executive Committee Meeting

I was able to give a legislative update to the Kaufman County Republican Party Executive Committee this month and swore in new precinct chairs, including my daughter Sarah Bell Flax!
