Houston ISD, one of the largest school districts in the nation, is set to be taken over by the Texas Education Agency (TEA). With more than 200,000 students, Houston ISD is one of the largest school districts in America and is the largest school district in Texas. According to a soundbite and article on the NPR.org website, the threat of takeover has been haunting the district for the last two years.
Every school district has a school board. The purpose of the school board is to ensure the goals and vision of the district are being maintained. The board develops policies and is responsible for the oversight of the district, its human and financial resources, and should put the needs and interests of the students first. The board also hires the superintendent, approves the district’s annual budget and serves as a bridge between the district and the community. Through the policies developed and approved by the board, the board is ultimately responsible for the success or failure of schools and districts.
Apparently, the Houston ISD school board has been “highly criticized” for its unsavory behavior like out of control school board meetings resulting in arrests, violating the Open Meetings Act by meeting and handling district business secretly, then hastily firing their interim superintendent, unethical and illegal business practices when selecting vendors, and acting on behalf of other board members which is a violation of the board’s own policies.
