As Jesus’ ministry was coming to a close on earth, it was time for more advanced training for the twelve apostles. Jesus gave them power and authority over all demons and to cure all diseases. He sent them out to towns and villages without money, food or extra clothing. That would be supplied by the people they visited and witnessed to. The penalty for not hearing them was the same as not hearing Jesus himself. That experience was part of the ministry they would have when the Holy Spirit was given to them after Jesus ascended back to Heaven.
